2019 District Conference
|
Bill Hoel
District Governor 2018-2019
Dear fellow Rotarians and friends,
Esther and I are excited to welcome you to your 2018-19 District Conference. I hope that you take advantage of this opportunity to come together, connect, and share ideas on how to help Rotary do its job in the world, better. By working together strategically and efficiently, your impact—and Rotary’s impact—becomes much more significant.
We must ensure that Rotary continues to provide the best possible experience to its members, that it continues to grow and be useful through sustainable service. Our Rotarians need to feel the value of being a member of your Rotary Club. We have to make sure that we are transparent and accountable, all while changing the lives of as many people as possible. While setting goals and hitting milestones are important, it’s even more important to always look beyond this year. We have to think about how what we achieve now will help set the tone not only today or tomorrow, but well beyond our own time in Rotary.
Together, we see a world where people unite and take action to create lasting change – across the globe, in our communities and in ourselves.
Regards,
Barry Rassin
2018-19 Rotary International President

Plenary 1 - Spotlight: The Opioid Epidemic
It’s called an epidemic, how bad is it? What is an opioid? What caused the growth in the use of prescription opioids? Is this crisis about prescription painkillers or heroin? Why has the problem got so much worse in recent years? In 2017, 916 people died from drug overdoses in Wisconsin, that’s more than were killed in car crashes. Last year, first responders transported almost 1,000 Wisconsin seniors for suspected, accidental opioid overdoses. While the numbers may be daunting, the goal remains to prevent opioid overdoses and other negative outcomes resulting from opioid misuse.
Featured Speaker – Al Bliss
Al Bliss has been a health educator with La Crosse County since 1995. He currently coordinates several programs including the Drug Free Communities grant, the Sober Truth on Preventing Underage Drinking grant, and the Heroin and Other Illicit Drug Task Force. The goal of this effort is to create a self-sustaining coalition of community stakeholders to identify and implement community-based strategies that reduce the public health burden of heroin and other illicit substance use in La Crosse County.

Plenary 2 - Spotlight: Human Trafficking
It’s common to conceive of slavery as a thing of the past, but the practice is still affecting millions worldwide. Experts consider human trafficking to be a modern version of slavery, where individuals, especially women and children, are exploited for labor and commercial sex.
Sadly, this practice is more prevalent in America than experts previously believed. Specifically pertaining to Wisconsin, sex trafficking statistics are staggering, yet many are in denial or choose to remain ignorant of its damaging effects.
Featured Speaker, Emmy Myers – Founder and Survivor Lacey’s Hope Project was started by a sex trafficking survivor, Emmy Myers. Today, Emmy is a leader, community advocate, speaker, and source of knowledge and inspiration for others. She founded Lacey’s Hope Project to help end the social justice issues of sex trafficking and drug abuse. Named in tribute to a friend who lost her life to a trafficker and also Emmy’s given name by her trafficker, Lacey’s Hope Project represents the promise of change, restoration and healing.

You will also get real-life examples of human trafficking, in its different forms, and easy-to-implement solutions for individuals, families, groups, and communities.

"Pull up a Chair", Attracting & Retaining Club Membership
Many clubs find it challenging to recruit new members. Well, you never know where you might meet a qualified prospective member, so it’s a good idea to always be prepared on how you want to promote Rotary to others. Retaining members is in fact just as difficult as attracting new members. Just as businesses try to motivate their employees to work harder and progress, clubs need to motivate their members in order to be able to maintain retention rates. “Pull up a Chair,” let’s talk about attracting and retaining club membership.
