Nominations are now open for District 6250’s 2028 Council on Legislation Representative and Alternate - a vital leadership role that connects local Rotary clubs to Rotary International’s global decision-making process.
This three-year position (2026–2028) reviews proposed legislation, represents district viewpoints at the triennial Council on Legislation, assists clubs with their own proposals, and reports outcomes back to members.
Serving as the district’s voice in Rotary’s grassroots democratic system, the COL Representative plays a critical role in shaping Rotary’s constitutional future.

District 6250, Nov. 1, 2025 – As Rotary International continues its global mission, its direction is steered not by executive decree, but by a form of grassroots democracy. At the heart of this system is the Council on Legislation (COL) Representative , an objective legislator who serves as the key link between local clubs and the global governance of Rotary. The Council on Legislation relies on these representatives to make decisions that impact the organization's future.
The Legislator’s Mandate: Duties and Impact
The COL Representative's primary duty is to safeguard the organizational principles of Rotary. They are responsible for considering, debating, and voting on enactments that amend Rotary’s most sacred documents: the Constitution and By-Laws of Rotary International, and the Standard Rotary Club Constitution.
Key responsibilities include:
District Representation: They must be deeply knowledgeable about the attitudes and views of Rotarians in their district to effectively voice local perspectives at the international level.
Legislation Review: The Representative meticulously reviews all proposed enactments and resolutions submitted by clubs, districts, and the Rotary International Board.
Club Support: A vital service is assisting local clubs in properly preparing and submitting their own legislative proposals.
Council Participation: The Representative attends the major triennial Council on Legislation meeting, as well as the annual Council on Resolutions to vote on urgent matters.
Reporting: Following these sessions, the Representative reports the full deliberations and actions back to the clubs in their district, ensuring transparency.
Selection and Eligibility for the Three-Year Term
The commitment is a three-year term (January 1 2026 to June 30 2028) , during which the Representative and an alternate are selected through an election process involving the clubs of our district. This selection will announced prior to Jan 1 2026.
To ensure the role is filled by experienced leaders, the eligibility criteria are stringent. A candidate must:
Be a member of a club in the district.
Have served a full-term past officer of Rotary International, typically a District Governor.
Be well-qualified, informed on Rotary policy, and fully able to perform the demanding duties.
The Representative must be physically capable and able to travel to attend the Council on Legislation for its entire week-long duration as it is an in-person meeting.

The Council on Legislation Representative thus stands as a crucial figure, ensuring that every significant change to Rotary's structure and rules is the result of careful, informed debate and a democratic mandate from its worldwide membership.
Any club can nominate a qualified candidate from any club in the district. The nomination must be sent to the District Governor, signed by the nominating club's President and Secretary. If the nominee is from a different club, the nominee's club must provide written agreement.
